When reaching a level milestone i.e. level 10/20/30/40/50/60 etc. in a skill, it comes up with a notification saying congratulations and here is what you have unlocked with images (SW had this), e.g. for level 80 social skill one of the items is the topaz wings.

Yes! It kind of encouraged to to level up your skills because you were always working towards something.
