Shields are currently underperforming and require immediate balance attention. In their current state, spells bypass shields far too frequently, making shield-based builds inconsistent and objectively weaker than other defensive options. This issue has been significantly exacerbated by the introduction of the new wear/gear system. The new wears fail to provide any meaningful improvement to shields, offer little to no effective scaling, and do not adequately compensate for the current spell hit mechanics. Shields need to be reevaluated as a core defensive system. Their interaction with spells, health scaling, citizen level progression, and the new wear system should be reviewed together as a priority. Shields should scale appropriately with progression, reliably block spells as intended. In their current state, they fall well short of that standard.
