for home spaces the surrounding settings the blue area, make it so the themes work around it.. dont know if its a bug or not but it would be cool to have surrounding themes in the blue void bubble.
Personally i think it would make sense to go back to the older model of smallworlds where you have to select a starter house from a few different designs. It just adds more diversity and character to home spaces, even if its a beginners
