Items that remove chest tattoo's

The following items when you wear them remove the chest tattoo, this should not happen. when you try on the following items in the district the chest tattoo stays but when you purchase and wear the items the chest tattoo is take off.
the items i know of so far is

Fringe Layers Chocker
Dog Tags

Unforgiven, the reason why the chest tattoo is removed when wearing either of the items you have mentioned is due to all three items belonging to the same category which means if they were worn together they would overlap and thefore it is not possible. To be clear, this is not a bug, and it is an intended result.
